La Newsletter est apparue la première fois en printemps 1989 et était publiée deux fois par an.
Quand le journal officiel de l'EAPC, JESP, a été publiée en 1994 on a décidée d'insérer la Newsletter dans le journal, lequel apparait maintenant six fois par an.
