The convocation has been sent by surface mail to all members together with a voting Card and the list of Candidates. Members are invited to renewed their fee for 2003 in order to participate at the General Assembly.
All candidates are now presented with their mission statement, a photo and a short CV online. Please have a look.

Palliative Medicine, the " Research Journal" of the EAPC

The online registration for the bulksubscription list to Palliative Medicine will be available from Ap2il 2003 on. Please go to members only page to check your data and renew . This initiative will offer an exceptional yearly subscription fee of Euro 135 for the launch of Palliative Medicine as the official research Journal of the EAPC, and will be available for 3 months.

Besides the bulk subscription, our members have a further advantage of having Palliative Medicine as our Research Journal. The editor will select of each issue one article, which will be available in our "Members only" secion in PDF format.

The first article selected is: 'Which depression screening tools should be used in palliative care' (Lloyd-Williams, Spiller and Ward) Palliative Medicine 2003, 17 40-43.

Taskforce on Nurse Education

A task force of Palliative Nursing Experts has been convened to consider recommendations for the development of palliative nurse education in Europe. The members of the core group are :Martine DE VLIEGER (Belgium), Nuria GORCHS (Spain), Philip J. LARKIN (Ireland) and Françoise PORCHET (Switzerland).

This group has prepared a draft for recommendations and circulated it together with a questionnaire to 10 experts in the field of about 10 different European countries for their comments, views and suggestions for modification.

The report will be presented to the EAPC Board and at The Hague Congress for discussion and final comments, in April 2003.

Time frame: First draft report finalised: early February 2003, Consultation process: February / March 2003, Presentation of the report to the EAPC Board: end of March 2003 Presentation of the report at the Congress of The Hague Congress, April 2003. Elaboration of final document by end of April.

Taskforce on Education for Physicians

The EAPC Board considers the Education about palliative medicine at University of utmost importance for the future of palliative care, and decided to carry out a survey on the state of the art of education for physicians in Europe. Taskforce on National Palliative Care Standards for organisation, services and delivery

The ideal development of palliative care is the provision of high quality, easy accessible care at the end of life for all European citizens who need it. Palliative care should be available at the patients choice in any health care institution, special palliative care units, and hospices or in the patients home. To guarantee a good quality of present palliative care, to support future development and to strengthen palliative care provision on a European level there is a great need for development of consensus standards.

The task force intends to provide common standards for different levels of palliative care. It will be part of the project to define the relevant levels. The standards should be relevant for implementation in units for end of life care, e.g. a hospice, a home care service or a palliative care unit at a hospital. Standards should also be applicable to other services with ambitions to provide palliative care.

An application for funding of taskforces has been made to possible sponsors. EAPC is still awaiting reply.

Taskforce on Palliative Care for Elderly

This task force has as overall aim to improve the PC in elderly . A first proposal of pain frequency study in nursing homes will be discussed. The core group would be happy for people interested in palliative care and elderly to join: physicians nurses and other professionals and calls for a meeting at the 8th Congress of the EAPC, The HAGUE, Congress Centre, 1 April from 2pm to 5PM Room BREUGHEL 4.

Council of Europe

Since the EAPC has obtained its recoginition as NGO of the Council of Europe. Maurice CHAUSSON ( Director of the Association Pierre Clément based in Strasbourg , and Member of the Board of the Societé Française de Soins Palliatifs SFAP) is representing EAPC at the Council of Europe.

During the last Board Meeting of the EAPC in Les Saisies (France) , last 28-20th of January Lucie Hacpille has accepted to support Maurice CHAUSSON in order to facilitate the communication between EAPC and the Council of Europe.

Since September 1999 no special report has been published by the Council of Europe in the Health issues. It seems that those last three years have been focused on the management of a new status for the NGO . From 1995 to 2002 , non governmental organisations had been granted by the Council of Europe consultative status . But actually , non governmental organisation have been granted participating status .

HEALTH GROUP MEETINGS OF THE COUNCIL OF EUROPE

Maurice Chausson represented EAPC with his participation in the Health group meetings of the Council of Europe. In this group the main issues proposed since 1999 for the future were the following ones:

  1. Palliative care and GPs. Palliative care and independent nurses Which means of dissemination ? Which training programmes . Is it possible to find examples of achievements ( even limited) in Europe that can be reproduced ?
  2. Palliative care and society What is the involvement of the citizens ? The importance of the voluntary work in the future .

From the EAPC East Centre
Council of Europe - Recommendations on Palliative Care

The EAPC-east has been invited to be part of an expert committee to develop European recommendations on palliative care. This committee was chaired by Dr Tony O´Brien.

Carl Johan Fürst attended one meeting and Sylvia Sauter attended 3 meetings. In one meeting the EAPC-east project was presented to the group of experts. Contributions to the final text documents have been made.

The final document is presently in a political process of amendment and is expected to be approved in the summer of 2003. There is a suggestion put forward to host the final and approved recommendations on the EAPC-east and on the EAPC web site.
