Palliative Care in the 7th Framework

The European Union has started the SEVENTH FRAMEWORK PROGRAMME OF THE EUROPEAN COMMUNITY FOR RESEARCH, TECHNOLOGICAL DEVELOPMENT AND DEMONSTRATION ACTIVITIES, that will fund research projects for the next seven years.
Following the lobby work of EAPC with members of the European Parlament Palliative Care was implemented in the 7th Framework. In Annex 1 of the decision of the European Parlament and the Council of the European Union (PE-CONS 3666/1/06) the scientific and technological objectives with the broad lines of themes and activities are listed. The 7th Framework uses four pillars for funding (cooperation, ideas, people, capacities).
Ten major topics, including health, will be covered in the cooperation section. Translational research is listed among the specific activities that will be considered in the health topic:
"Translational research in major diseases: cancer, cardiovascular disease, diabetes/obesity; rare diseases; other chronic diseases including arthritis, rheumatic and musculo-skeletal diseases and respiratory diseases, including those induced by allergies: to develop patient-oriented strategies from prevention to diagnosis with particular emphasis on treatment, including clinical research and the use of active ingredients. Aspects of palliative medicine will be taken into account" (page 38 of the decision).
Even though palliative care seems to be mentioned only as a sideline, the appearance of palliative care in the 7th Framework is a major breakthrough in the development of palliative care. This offers not only the opportunity for funding of international research collaboratives, pushing the doors wide open for top-level research in palliative care for all EAPC members, but also gives acknowledgment to the high quality that the provision of care as well as research activities in palliative care have already reached in Europe.

First Call for Seventh Framework of EU published:
The first call for the topic HEALTH in the COOPERATION section of the 7th Framework has been published. The call does not include palliative care. However, end of life care is included for funding of cooperation and support action. This funding scheme means that no research activities will be funded, but activities such as conferences or meetings of research groups, the establishment of working groups or similar projects may be eligible. The deadline for proposals is April 19th.
Palliative Care specialists who are interested in submitting a grant proposal should keep in mind that the Frameworks of the European Union fund only top-level research. Multinational cooperation is mandatory, the submission process is not easy and submissions are reviewed rigorously. It should also be kept in mind that several submissions for the same topic from different research groups may diminish chances of success for all submissions.

"HEALTH-2007-2.4.1-5: Optimising research on end of life care of cancer patients. Proposers should study and compare approaches in Europe and exchange experiences and best practices on research for end of life care for cancer patients. The following issues should be taken into consideration: signs and symptoms of approaching death, psychological and psychosocial support to patients, families and caretakers, end of life decisions, complementary comfort care, voluntary service, as well as needs assessment and evaluation of quality indicators and technologies to improve quality of care and develop new approaches. Funding scheme: Coordination and Support Action (Coordination action)."
EU Commission Announces CALL FOR PROPOSALS for 2006
& includes PALLIATIVE CARE
The Directorate General for Health and Consumer Affairs (DG SANCO) launches the 2006 Call for Proposals (http://europa.eu.int/comm/health/index_en.htm).
The Commission has published the 2006 work plan and the call for proposals for funding under the Public Health Programme.
The Commission is seeking proposals from bodies active in the field of public health to implement the priority actions defined in Decision 1786/2002/EC and the 2006 Work Plan.
In addition to the 25 Member States of the European Union, the call is also open to participation for Bulgaria, Romania and Turkey and by the EFTA-EEA countries within the context of the Agreement on the European Economic Area (Iceland, Liechtenstein and Norway). Organisations from any of these countries can submit a project as the main partner, or act as an associated partner in any project.
