Inter-departmental palliative care legislative acts improvement Task Force in Ukraina


All-Ukrainian Council for the patients’ rights defence and security
works since 2002. It’s a NGO which helps victims of negative consequences of the medical interventions. Prevention of such consequences and regarding of patients’ rights is among its aims.

In 2006, the Council together with Medical workers Association initialized the project directed to the providing of the palliative care in Ukraine. The project shall include public assistance with the development of palliative care in Ukraine through development of regional programs of palliative care providing and creation of the project Governmental Conception of Palliative Care in Ukraine.

The necessity of the realization of such a program is very actual because palliative care and palliative medicine in Ukraine practically is not developed. The Council agreed with Ministry of health, Ministry of social politics, local Administrations of Tscherkassy and town of Kiew about the creating of the regional programs of palliative care.

The first meeting of the inter-departmental palliative care legislative acts improvement Task Force has taken place on July 11th 2006. The Task force was created in the frames of the project supported by the International Soros’ Foundation in Ukraine. It was established accordingly to the Minister of Health Order (# 201-A??, issued on 06, July 2006) and unites 21 experts. They represent the Ministry of Health, Ministry of work and Social Defence of Ukraine, The state administration of Kyiv city, the state administration of Tscherkassy, Bio-ethic Association, and Network of people who live with HIV / AIDS as well as both governmental and non-governmental palliative care organisations.

The Council for the first time in Ukraine succeeded to unite efforts both governmental and nongovernmental institutions to create necessary legislative basis for systematic introduction of the palliative care in Ukraine.

The meeting of 11, July 2006 was opened by the Director of Organisation and development of the medical care Department Mrs. Raisa Moiseenko. After her, among others, Prof. Valentine Kulynitschenko, the Vice-President of Bio-ethic Association, and Prof. Vitally Ekzarkhow, head physician of the “Hospice” palliative medicine center, Kharkiw, had reported on the actual state of palliative movement in Ukraine.

In discussion, the following results of the meeting aroused:

  • To organize before end 2006 All-Ukrainian conference with participation of different palliative care providers;
  • To prepare new improvements for legislation in Ukraine; and
  • To create the project of the national Palliative care Conception.

All-Ukrainian Council for Patients’ Rights and Security is oriented to introduction of European standards of quality for palliative care services.
